Rajya Sabha TV (RSTV)
Rajya Sabha TV (RSTV) broadcast all the happenings of the upper house of Parliament live. It is a 24-hour-channel available in English, Hindi and other regional languages ensuring a better reach to wide audience.

Objectives:
  • To present the viewers of RSTV with the best possible programmes on diverse subjects with the primary objective of documenting the developmental history of India in a focused manner by roping in the creative talent available across the country.
  • To offer a platform to talented professionals from across the country and to help them channelize their creative energies into making thought provoking programmes that are likely to leave a lasting impression on the viewers of RSTV.
Eligibility:
  • All those independent producers/film makers, who are willing to abide by the terms and conditions to be prescribed by the Channel from time to time and who are otherwise not barred from working for the public organizations, are eligible to apply.
  • The applicants shall be Indian nationals and shall be ordinarily resident in India.
  • New and young talents who have freshly passed out of professional training institutes, specialists and achievers in different fields and women film makers are encouraged to apply.
  • Producers who fail to meet the agreed deadlines imposed by the channel shall be barred from applying to RSTV through this scheme for two subsequent financial years.
Selection process: A Selection Committee to be appointed by Chairman of Rajya Sabha will scrutinize the proposals received and will make recommendation regarding their suitability or otherwise for commissioning by RSTV.
Programmes characterstics:
Format 
  • Applicants are free to choose their own format for the programme, subject to obtaining due approvals.
  • Programme could be in the form of documentary, fiction, docudrama, drama, ballad forms of oral traditions of communication in India (like Kissa-goi, pantomime etc.), folk art etc.  
Subject/Theme –
  • Applicants are free to choose the subject/theme for the programme.  However, the applicants are encouraged to submit proposals which would broadly relate to documentation of the developmental history of independent India, role played by persons and events in the development of democracy and sovereignty in India, salient features that constitute India as a nation and as a society, various cultures, arts and professions of India, achievers  in modern India etc.
Language –
  • Programmes are permitted to be made in any of the Indian languages, including English.  However, if a programme is made in any other language other than English, the producer shall supply the programme with authentic and certified sub-titles in English. 
  • Similarly, if the characters in the programme are shown conversing in any other language other than English, the producer shall supply authentic and certified sub-titles in English for such conversations.
Duration –
  • Programmes of two standard durations, i.e. of 26 minutes and 52 minutes will be taken up by the RSTV.
Remuneration:
  • A fee of up to Rs.4,00,000/- (Rs. Four lacs only) plus admissible taxes for a programme of 26 minute duration and up to Rs.7,00,000/- (Rs. Seven lacs only) plus admissible taxes for a programme of 52 minute duration will be paid.
  • The exact fee to be paid, subject to the duly approved upper limits, for each of the programmes that are found suitable to be awarded, separately on case to case basis will be decided by RSTV keeping in view the scope of shoot, format, graphics content, travel involved, post production cost etc.
Selection procedure:
  • A Selection Committee to be appointed by Chairman of Rajya Sabha will scrutinize the proposals received and will make recommendation regarding their suitability or otherwise for commissioning by RSTV.
  • An Evaluation Committee will monitor the production of the commissioned programme at the Script Stage, Rough Cut Stage & pre-final Stage.
  • The Evaluation Committee will decide on the suitability of the final product submitted by the duly commissioned producers for its suitability for telecast on RSTV.  The Committee will have the final say in this matter.  The Committee will also have the powers to get the programme modified by the producers, if in its view, such modifications will make the programmes telecast-worthy.
  • Usually each independent professional is eligible to produce only one programme in a single financial year.  
  • In exceptional circumstances, if the selection committee feels that a particular subject/theme has the potential for being serialized through two or more episodes of equal duration, subject to an upper limit of three films per producer in a single financial year, the same may be permitted. 
  • The Selection Committee will prescribe the time limit for completion and submission of programme to RSTV depending on nature/duration etc. of the programme on case to case basis.

  • The channel will accept proposals round the year. The proposals from the individual film makers are to be submitted in the prescribed formats.
